Developments which seek to create local employment should be scrutinised to see if they meet a genuine, evidenced local need, and assessed based on how well they meet that need. For instance, the large development that is proposed for Broke Hill suggests that various types of employment would be created. However there is no evidence provided that unemployment or underemployment for the existing local community is a particular problem which actually needs addressing and actually the development seems more focused on creating commuter homes for those working in London. 

Elsewhere in this plan you explicitly state "The District has the lowest level of unemployment in Kent. The residents of the District are generally well qualified with only 8% of the population having no qualifications. There are a number of employment areas within the District. The majority of residents work in the West Kent area with more than 40% working within Greater London."

It therefore appears to me that the provision of new sites for employment should be given a low weighting when considering the suitability of proposed sites as it is not addressing a genuine, existing local need. For this reason the provision of employment should also not be considered part of 'exceptional circumstances'.
