Penultimate para, second bullet, add:

‘in relation to its context to ensure an appropriately sensitive proposal toward neighbouring uses and buildings.’

Para 6.16 We are sceptical about these figures given the current trends in high street retailing. But irrespective of whether they prove a sound basis for planning future provision, the addition of more retail floorspace alone would not seem to be the answer to maintaining the vitality of the town centre. The local plan needs to address this issue with a strategy which might include enhancing the shopping experience particularly for pedestrians, reducing commercial rates, encouraging a better mix of uses including leisure and appropriate cultural and entertainment attractions and residential, as well as further restricting the growth of out of centre retailing.

Para 6.27 After this para add a new additional para along the lines

‘Expansion of existing attractions and creation of new attractions will not be to the detriment of local residents and businesses. The experience and needs of the local community will always remain the council’s priority in assessing the impact of new tourist facilities.’
