We support the priority which SDC has given to making effective use of urban land within existing settlements and other brownfield land. But so far as greenfield sites in the Green Belt go this plan does not constitute a strategic view of how the area should develop. It is based around pragmatically putting together parcels of available land and asserting that infrastructure provision will be made. It does not take a view on where development can best be accommodated in terms of sustainable access between homes, work and leisure; how existing spare capacity in infrastructure can best be utilised, where strategic environmental considerations constrain or guide growth, nor does it look at the longer term directions of growth.

One understands why the SDC has felt pressured to adopt this approach by central Government requirements that land allocated for development should be genuinely available. But it is regrettable that no attempt appears to have been made to marry this requirement with a more strategic view about how the District might develop in the future.

In the plan the SDC should justify how the proposed land use allocations add up to a coherent and joined up strategy for growth and development of the area and in particular the direction for longer term growth so as to relieve the continuing fear of blight and uncertainty which now hang over many areas.
