Comment

Reducing isolation and living healthier lives
Paragraph 8.1 of the draft Local Plan states:
The District has an ageing population … It is important that provision is made to ensure all
residents have the opportunity to improve their wellbeing, reduce social exclusion and
isolation, stay physically active and live healthier lives
”.
Paragraph 8.3 of the draft Local Plan states:
Current population date shows that 21% (24,000) of the District’s population is aged 65 and
over and this proportion is expected to increase during the plan period. There is an increasing
need to identify opportunities to improve health and wellbeing of the older population
”.
Haulfryn considers that its park homes developments encourage the aspirations set out in draft
paragraph 8.1 by contributing to the reduction in isolation and social exclusion of the older
population.
Climate Change
Haulfryn is concerned that the requirements to tackle climate change within emerging Policy 18
risk being interpreted in a potentially onerous manner which may fetter otherwise appropriate
development. Whilst the Company supports the need to reduce the causes and effects of climate
change it should be clearer that the proposed methods are examples of how this might be
achieved rather than a list of requirements. Not all developments will be able to meet all the
requirements listed and Haulfryn suggests a minor amendment to the draft policy for clarity. It
is important that the policy and this part of the plan is effective and meets the NPPF test of
soundness c.

Proposed Modifications
Haulfryn proposes the following amendments to draft Policy 18 under ‘Climate
Change’:
We will support climate change mitigation and adaptation measures, including
which may include: …
” and “Utilising opportunities for decentralised energy and
heating where appropriate; and or
” (proposed changes underlined)
