Policy 12 otherwise anticipates housing delivery (and thus the assumptions that have informed
the Plan’s delivery expectations – see ‘Objectives’ and current Local Plan ‘successes’)
higher densities,
on average”, i.e. than even an average density of approximately 60 dph. But
even Policy 12 recognises that this may not be realistic and anticipates (or at least provides
scope for) a reduced density of development consistent with surrounding local character (it
also does not provide a ‘range’ of densities as otherwise advocated by NPPF 123(b)) – it is a
somewhat arbitrary and uncertain expectation.
It is also not apparent what assumptions have been made to achieve
“re-configuration of
public open space/more efficient use of land”
(paragraph 1.7 and table) but nonetheless the
Plan appears to anticipate a general reduction and loss of public open space in order to
increase density and deliver more homes. This appears to be at odds with what the Plan
seeks to achieve via Policy 19 ‘open space, sport and leisure’ and Policy 18 ‘health and well
being’ and otherwise the Councils expectations for maintaining existing open space provision
and use.
