Policy 12 states that:

"All new housing development will be expected to make the most efficient use of land. In the recent past

development has been delivered at an average density of approximately 60 DPH across the District. New

development will be expected to be delivered at higher densities, on average."

9.2 As discussed, Sevenoaks is a highly constrained District and SKE therefore appreciates that available land will need to be used in the most efficient way to ensure that SDC are able to meet their future housingrequirements.

Recommendations to ensure soundness

SKE supports the recognition within the draft Local Plan that the level of affordable housing to be

delivered in new developments will be subject to viability considerations. This is a critical factor which

ensures sites are able to be delivered.

9.3 Notwithstanding this, high densities will not be appropriate in all proposed housing locations, for example in previously developed land within the Green Belt, or sites which are partially or completely located in an Area of Outstanding Natural Beauty.

Recommendations to ensure soundness

SKE supports, in principle, the need to provide higher densities on housing in some parts of the District.

However, this should be considered on a site by site basis, subject to the site constraints of the proposed scheme. Policy 12 should be amended to require that higher densities are only appropriate in suitable locations, taking into account local circumstances
