Policy 18 - Health and Wellbeing, Air Quality, Climate Change and Flooding

The Policy requires a Health Impact Assessment for new development of all housing over 10 units, and non-residential developments which contain education, health, community or leisure facilities. This is an excessive requirement and such assessments should be necessary only for land uses that are clearly potentially harmful and large developments.

The policy identifies hot-food takeaways, betting shops and payday loan shops as land uses that could be considered to have a detrimental impact on physical or mental health. Policy 18 should include guidance on the location of these uses to prevent their over concentration in shopping areas and their location near schools.
