Amended Policy 10 - Housing in rural areas

Policy 10 policy deals with ‘rural exception sites’ and says ‘… on rare occasions proposals may include an element of market housing ...’ This is too restrictive to facilitate the provision of additional affordable housing to meet local needs, and should be amended as follows:

"However, proposals may justify an element of market housing to facilitate delivery."

Policy 10 also requires that if an element of cross-subsidy is required, the market housing will be ‘required to meet identified needs including housing for essential workers, older people and plots for self-build’. This is also too restrictive and should be amended as follows:

"Where the Council is satisfied that an element of cross-subsidy is required, the market

housing should meet identified local needs, including 1 or 2 bed dwellings, housing for older people or essential workers, and plots for self-build."

Approved Policy SP4c includes criteria for rural exception sites and a delivery mechanism, both of which should be retained in Policy 10 in the following form:

"Rural exception sites should be suitable for such purpose by virtue of their scale and location, and the absence of overriding countryside, conservation, environmental, or highway impacts. The initial and subsequent occupancy of sites developed under this policy will be controlled through planning conditions and agreements to ensure that the accommodation remains available in perpetuity to meet the purposes for which it was permitted".

Delivery Mechanism:

The Council will maintain a programme of rural housing needs surveys. The Council will work with local communities and housing providers to identify and bring forward sites where a need is established.
