Policy 9 - Provision of affordable housing

Policy 9 is welcome, as it requires financial contributions towards affordable dwellings from the developers of small sites. To sustain this policy the Council must provide strong evidence that prices are exceptionally high compared with earnings in the areas to which the policy applies, and that more affordable dwellings are needed. Policy 9 should state how the Council will use the financial contributions to secure affordable dwelling provision; for example by an amendment as follows:

"Financial contributions from 10 or fewer dwellings will be used by the Council to provide affordable dwellings in partnership with a housing association or through the Council’s own investment".

The great majority of housing schemes are not large enough to mirror the small geographical variations in the mix of affordable housing suggested at page 64. Instead, it would be pragmatic to adopt a single guide that say 70-80% of new dwellings should be 1 or 2 bed units. Policy 9 should be amended as follows:

"To address affordable housing needs across the District set out in the LHNS and the text above, proposals will be expected to provide 70-80% of dwellings in 1 or 2 bed units, with the balance as 3+ bed units and housing specifically for older people. This proportion may be amended in the light of recent local evidence, such as a survey for a rural exception site."
