Amended Policy 8 - Market and affordable housing mix, and design standards

Policy 8 should confirm that new housing development designed for older people in Use Classes C1 or C2, will be subject to planning conditions to ensure they do not provide ‘independent living’, but meet the criteria for these uses and are thus not liable to pay the CIL. The following should be added to the 3rd paragraph of Policy 8:

"New accommodation for elderly people in Use Class C1 or C2 will be subject to planning conditions which require a minimum age (of 60) for residents, and that they should require a minimum level of care to qualify for residence."

Retirement villages are likely to seek a rural location and support for them should be qualified by an amendment to the last sentence of the 3rd paragraph, as follows:

"Proposals for retirement villages will be supported where they meet an identified need and comply with polices for the Green Belt and AONB’s".

Draft Policy 8 expects at least 5% of housing on sites of over 20 dwellings to meet the optional standard for wheelchair users, but this is too low for housing designed for older people, particularly proposals in Use Class C1 or C2. An amendment to the penultimate clause of Policy 8 should be made as follows:

"On new build housing developments of 20 units or more, at least 5% will be expected to meet the optional technical standard M4(3) for wheelchair user dwellings, to support people with physical disabilities. In housing development specifically designed for older people a higher proportion will be set according to the level of care to be provided to residents."
