Policy 3 - Landscape and Areas of Outstanding Natural Beauty

The first sentence of approved ‘Policy EN5 – Landscape’ recognises the priority given to the protection of AONB’s and should be retained at the beginning of Policy 3, as follows:

"The Kent Downs and High Weald Areas of Outstanding Natural Beauty and their settings will be given the highest status of protection in relation to landscape and scenic beauty".

Draft Policy 3 states that ‘Consideration must be given to the: Scale and form of development etc.’

For clarity and to include design and prominence of the proposal among the criteria, this sentence of Policy 3 should be amended, as follows:

"To assess proposals for development within the AONB’s and their setting, the local planning authority will have regard to:


  • the design and style of the proposal


  • the location and prominence in the landscape


  • the scale and form of development


  • etc


The country lanes, their verges and hedges are important to wildlife and the character of the Sevenoaks area, especially the AONB’s. Increased traffic and larger vehicles combined with poor road-side drainage can destroy the edge of country lanes and their verges. The Local plan should include a commitment to work with land owners, the highway authority and Parish Councils to ensure that new development provides adequate road side drainage, prevents flooding onto the highway, and prevents the destruction of country verges.

Policy 3 should be amended to include the following among the listed Enhancement measures:

"Measures to improve road-side drainage, prevent flooding onto the highway, and to repair or prevent damage to country lanes and their verges particularly by heavy vehicles."
