Policy 9 – Provision of affordable housing

 

CPRE supports the use of ‘exception sites’ for local needs affordable housing. In the Issues and Options consultation we suggested cross-subsidy as a way to bring forward sites being held back by landowners with long-term market housing ambitions.

There are obvious dangers of attempts to exploit otherwise inviolable Green Belt land, therefore setting clear limits instead of ‘some’ (5.31) or ‘an element of’ (Policy 10) market housing will be essential.

There is some inconsistency between ‘Market housing for sale could go towards…’ (5.31) and the stronger ‘market housing will be required to meet identified needs …’ in Policy 10. Also, it is not clear how market homes for sale can be ‘held in perpetuity to meet identified housing needs’. In the general interest we would prefer long-term arrangements to be with a housing association provided the tenure in perpetuity could be guaranteed.
