This aim does not include mitigation of climate change.  There is little point in the long term in having policies to protect wildlife and encourage biodiversity if one does not also have policies to reduce carbon emissions, not just reduce their rate of increase which is the likely effect of this plan.  The evidence base does not include a baseline emissions survey and the emissions impact of proposed developments & other policy measures are not quantified so no assessment can be made of any changes resulting from this plan.  This is unsound. 

The Town & Country Planning Association has produced a report  - https://www.tcpa.org.uk/planning-for-the-climate-challenge - which finds, inter alia, that local authorities are failing to plan for future climate change, have  no strategy for carbon emissions and had climate change policies insufficiently future facing to deal with climate change risks.  Their legal advice has been that a large proportion of the local plans adopted at the time of the report may be unlawful because they do not have a clear strategy for dealing with climate change.
