To me this is not an appropriate definition of exceptional circumstances. The vast majority of local authorities are facing a situation where the targets set by government substantially exceed plans; by definition SDC's situation is not exceptional.  Nor are housing targets are an absolute requirement. In his statement to Parliament on 14 September 2017 Sajid Javid noted, "[Housing targets] should not be mistaken for a hard and fast target..."You need to go further in setting out what specifically makes SDC's situation exceptional and how this is different to other local authorities. 

 Further it isn't clear to me how 'social and community benefits for existing communities' forms part of establishing that there are exceptional circumstances. Although there is no national statement on what is considered exceptional circumstances, the Housing White Paper suggests that circumstances become exceptional "after all other reasonable options for meeting housing need have been examined fully." Note this refers to meeting housing need, not social and community benefits for existing communities.
