Montreal Park Residents' Assoc… | 01 Oct 2018 | Draft Local Plan July 2018 Leisure and Open Space Open Space, Sport and Leisure Policy 19 - Open Space, Sport and Leisure
At the start of the second para, we suggest omitting the words "We will support" and adding "will be encouraged" at the end of the first sentence.
In the section headed "Open space and recreation" amend the opening sentence of the third paragraph to read "Proposals to increase the number of, and/or improve the quality of"
In the section headed "Children and Young People Play Space" amend the first sentence to read: "Development will be expected to provide proposals for new play areas which wil

Introduction
1. I am instructed by my clients Mr & Mrs Bourne to submit a formal objection to the
Draft Local Plan Consultation. The proposed Draft Local Plan designates their
residential curtilage / garden as Open Space under Open Space Designation 265 –
Beechmont Road/Sevenoaks Common in Appendix 8.
2. A planning application was submitted earlier this year under reference 18/01007/FUL
which proposed the demolition of an existing summer house and the erection of a 4

Provision and Delivery of County Council Community Services - It is noted that this policy has a general presumption in favour of retaining existing sport and leisure facilities, unless they can be re-provided. However, there are sites identified within Appendix 1 where proposed mixed-use development would result in the loss of sport and leisure facilities including:
Pedham Place Golf Centre, Halstead (MX48);
Broke Hill Golf Club, Halstead (MX41); and
Fawkham Valley Golf Course & Football Ground

It is unclear what this document aims to show. It would be beneficial to provide additional clarity on
the evidence base used for the mapping, and what the proposals are for the mapped areas. Including
other designations (such as protected sites) may provide a more complete picture for the district. This
section of the plan appears to present an opportunity to visually demonstrate large, strategic scale
plans, and how these integrate

As with all policies this will need to be considered as part of the viability assessment and
any comments are subject to this results of that assessment. Our main concern at present
with this policy is the need for developments as small as 10 units to include a Locally
Equipped Area for Play (LEAP). The impact both in terms of viability and the developable

We welcome the recognition that greenspace provides multiple benefits, and includes not just
publically accessible land. Greenspace provides valuable benefits and opportunities for nature (and
associated wider benefits, which are acknowledged). It is good to see that open greenspace will be
incorporated at an early design stage alongside blue green infrastructure and biodiversity features,
and this links to the wider benefits discussed above. Greenspace p

Chevening Parish Council agrees with this policy in principle, however why restrict new playing pitches to "full size only" – and full size for what sport? Getting people to play sport for fun is the key – not necessarily for adult competitive sport for which there is naturally limited, predominantly male take up.
