Although a need for additional pitches is identified in para 5.33, a figure has not been included. Therefore it is not clear if the sites identified in Policy 11 meet the need.

We welcome the specific allocation of sites for Gypsy and Traveller Community in Policy 11without expressing any view on the merits of the particular sites proposed, none of which are in the Sevenoaks Urban area.
Para 5.40 Whilst we generally welcome higher housing densities, we consider that in para 5.40 there ought to be a recognition of the need to have regard to traffic implications and other infrastructure constraints. This point is made more explicitly in item 4 in Policy 12

The provision within Edenbridge has already gone beyond previous guidelines with 17 sites at Romani Way, when a maximum of 15 is thought to be good practice On adjacent private land a further 7 sites have recently been established without proper preauthorisation.
While it would be difficult now to diminish those numbers, there should be no further increase in Edenbridge.

The Gypsy and Traveller and Travelling Showperson Accommodation Assessment (2017)
states that there is a need for further pitches over the plan period. The need is between 11
and 51 pitches. MBC supports the strategy outlined in the Local Plan which demonstrates how
the need can be met in full within the Borough. The Local Plan proposes additional permanent
pitches on:
1) Existing temporary pitches on suitable sites that can be made permanent
2) Additional permanent pitches

Gypsy and Traveller provision
The Government's Planning Policy for Travellers clarifies that traveller sites are
inappropriate development in the Green Belt. It advises that local authorities can
make exceptional limited alterations to Green Belt boundaries to accommodate site inset within the Green Belt to meet specific identified need for traveller sites. Lt advises that if land is removed from the Green Belt in this way, it should be

Gypsy and Traveller Unit - A total of eighteen sites are proposed across the district, which would provide a total of 90 pitches, with 50 additional pitches created. The policy states that sites should be located close to services and facilities, with access to public transport, but a number of these sites do not meet these criteria, being relatively remote.
