Affordable Housing Para. 5.21 states "It is considered that, subject to viability testing, a target of 40% affordable housing for all suitable sites is realistic and achievable in light of the evidence, and will go some way in meeting the identified affordable housing need." Tonbridge and Malling has concerns over including a target and percentages of affordable housing when this has yet to be subject to viability testing, which may demonstrate that such a figure is undeliverable.

Policy 9 – Provision of affordable housing proposes a financial requirement for affordable housing from small sites. It would not be appropriate to require contributions in this way if it would mean sites were unviable and as a result could affect the delivery of the OAN. Any such approach would need to be supported with up to date viability evidence.

Policy 9 seeks the provision of up to 40% affordable housing on sites of 15 dwellings or more. At present no whole plan viability test appears to have been undertaken, as such it is not possible to fully comment on whether the provision of affordable housing proposed would be deliverable without rendering schemes unviable. We would therefore seek to comment further once the viability assessment has been undertaken.

Halstead Parish Council would like to understand more about the viability testing that some developments would be subject to and that viability clarified so that the expectations are met at the outset by developers. HPC wish for there to be greater clarity around where any monies generated from any off-site provision is put towards.
