Request for 3 Chart View, Kemsing to be removed from Green Belt
I would like to make a written representation to request that our property and plot be removed from Green Belt as part of the District Local Plan changes. The map below shows our site in the context of the village setting:
We believe that it would be appropriate to remove our site from Green Belt for the following reasons:
• We are in a cul-de-sac of ten near-identical houses, none of which (except ours) are in Green Belt.

In the section on 'Extensions and replacement buildings in the Green Belt' we suggest that, in the last sentence the word "materially" be either omitted altogether or defined. Otherwise there will be endless scope for argument on applications and appeal as to what are the limits of materiality
We suggest that after paragraph a. under "Basements in the Green Belt" the word "and" is added, since otherwise developers are likely to argue that a. and b. are alternatives.

In the planning period there is very limited need for encroachment into the green belt. Beyond what is proposed above, which fulfils Edenbridge's quota in the district's development, there should be no further loss of green belt.
The proposals for redesignating green belt land in Edenbridge for housing, are being promoted on the suggestion that there is some justifying community gain from the designation of a small amount of land for a medical facility.

In the SGBA the Tyrolese site falls within 21.6ha Parcel No. 47. The parcel has a score of 'moderate' against
the NPPF Green Belt purposes. However, the sub-area in the north of the Parcel (RA-14), the boundary of
which closely aligns with the Tyrolese site, is recognised to perform a much lesser Green Belt role against the

This policy provides clear guidance on development which would and would not be permitted within
the green belt. As the Green Belt and AONB designations largely overlap, the policy should also
include clear cross-reference to Policy 3 (Landscape and AONB).

The emerging policy is significantly more restrictive than the current policies within the
Allocations DPD. We object to the deletion of the additional 'outbuilding' policy which has
functioned well since its introduction.
Modern properties require a degree of external storage space for land maintenance and
for storage of bicycles if sustainable forms of transport are to be encourage. No justification
has been provided for the omission of this policy

The District is highly constrained in terms of Green Belt with 93% of the District area
being within the Green Belt
4.2 As allowed for in the NPPF Green Belt boundaries should only be altered in
exceptional circumstances, through the preparation or review of the Local Plan. The
need to significantly boost the supply of housing and meet the housing needs of the
