There seems to be a general notion that accessible housing, i.e. all on one level with no steps for access, must be in individual units such as bungalows or blocks of flats solely for the elderly. There could be a case for making a 2 floor dwelling two units with an accessible unit on the ground floor and a similar but non accessible, possibly a starter unit above. This is probably a once in several generations opportunity and for healthy development The District needs more affordable and social housing than ever. This is the one target which should not be reduced. Along with many other policies it should be more rigorously applied.

The concerns raised in Heine Planning's submission are well considered and should be taken on board by the Council

Sevenoaks Town Council expresses concern that staff working at schools in Sevenoaks are forced to
commute into the town from outside the area, owing to a lack of affordable housing. In periods of
heavy snow, schools are often forced to remain closed to pupils through lack of staff. Sevenoaks
Town Council would be sympathetic to on-site delivery of Key Worker housing, suggesting that it

COMMENT
As you state elsewhere, inward migration (often from areas such as London) is a factor in Sevenoaks's growing population. Local prices and the availability of houses to first-time buyers will be skewed by more affluent incomers who have sold their properties in London.
Many affordable developments in the District have been purchased as Buy-to-Let. Such activities distort an already broken housing market for first-time buyers. I see this as a challenge to the Plan.

I think there's a point (or several) being missed here.
You state that 70% of the district is made up of larger homes yet I wonder how many of these are truly 'Affordable' homes as opposed to privately owned? There are plenty of people in this district that cannot afford to buy or privately rent that are stuck in homes too small for them. (After having twins, I am one of them). The description 'affordable housing' is too vague . There needs to be strong emphasis on public housing to rent, which is seriously lacking.

I agree there is a need for smaller homes, affordable housing, starter homes and down size homes for the elderly wishing to live at home, so feel that the policy reflects this need across the district to meet mixed-housing needs.
I do however, have cause for concern over 'build your own home'. Whilst I appreciate that self-build plots will be identified close to existing amenities, with large developments there would at least be some control from the planning departments to engage with the deve

One of the problems we see in this country is lack of real care for the elderly. We still actively encourage old people to be put in homes, where they sit together, usually in silence, with very little to do, and wait to die. One of the reasons we dispose of our elderly in this fashon is because of the tiny houses, and certainly the size of bedrooms, which are often limited.
