Paragraphs 4.20 to 4.22 raise the question of viability. Given that the document is concerned to ensure that Section 106 and CIL costs do not compromise the deliverability of development and regards it critical that the Local Plan is deliverable and will not render development that comes forward unviable, at what stage will the viability of the development of exceptional circumstances sites and the provision of both necessary infrastructure to serve development and to make up deficiencies b

CIL and S106 8. Paragraph 4.11 is not consistent with the CIL regulations. There may well be instances where infrastructure is necessary for development to be permissible in planning terms (e.g., because of transport impacts or air quality effects) - but may not qualify for a 'critical' list. One of the biggest criticisms of CIL, and a key reason for the Government¡¯s review of CIL, is the effect it has of divorcing development from its impacts. While these can be corrected by a full S123 l

While completely supportive of the need to improve the already overstretched resources in these contexts, we would like to remind SDC of the importance of considering utility provision. There are many locations where the utility provisions are not only close to or beyond their effective limits, the installations themselves have outlived their design life.

In response to the local plan I would raise the following concerns with respect to the sites H0120 and H0177. * Public services are already under considerable pressure in particular on the western side of Sevenoaks. The nearest state primary school to the proposed sites is in Riverhead and is already heavily oversubscribed, as is the case with other primary schools in the town. This makes it increasingly unlikely any children living in the proposed development would obtain a place at a local sc

It is not clear how the local plan will make public transport better. For example, in Edenbridge there are few buses and the trains are full in commuting hours and infrequent in between. There is nothing in the plan to show how this will be improved although there is an expressed intention to build around 400 new homes on greenbelt in Edenbridge and the plan will be going forward for examination relatively soon. Edenbridge has narrow roads and several narrow and low railway bridges on many of t

All of the proposed large developments within the plan refer to additional primary school capacity, but no mention at all of post-Primary provision. This seems a very short-sighted position.

Some proposed large scale new developments may have apparently 'good' available transport facilities, BUT the truth is people will always favour what appears to be the more direct route (and Sat Navs always do this) meaning narrow rural roads with no pavements, and single track lanes will be over burdened with vehicles. Many villages already experience severe congestion at rush hour and school run times. Maps are no substitute for local knowledge!
