Policy 12 refers to recent development being delivered at an average density of 60 DPH. It then expects new development to be delivered at higher densities. It is not clear whether 60 DPH is regarded as a higher density and therefore development should be delivered at that density or whether 60 DPH is a density which should be exceeded in new development. 31 Should criterion 3 of Policy 12 read ¡°Is or will be, well served by public transport etc.? This would mirror the wording of Policy1.

Part of the Vision for Sevenoaks on page 13 explains that Green Belt boundaries will only altered in exceptional circumstances. This is a policy rather than a vision. The rest of the Vision is to protect the Green Belt and that protection would continue whether or not the boundaries are altered. Once boundaries are altered, land would be released from the Green Belt and would no longer be subject to Green Belt protection. There is therefore no need to include the possibility of amending the

However, there is no explanation of how a critical infrastructure project is defined and what constitutes a non-critical project. Will the exceptional circumstances sites need to meet both existing critical and non-critical infrastructure requirements in the adjoining areas? It is noted that the current 123 list appears to only list categories of projects not actual schemes.

Should a cross reference to the criteria set out in Policy 13 be included? 33 Paragraph 6.14 lists the main uses identified in the NPPF which should be focused within town centres but omits commercial, residential and community uses which are also included in the NPPF. These should ideally be added for the sake of completeness.

The sixth paragraph of Policy 14, requires an impact assessment for any proposed retail development with a net floorspace of 1,000 sq.m. It is assumed that should apply to developments of 1,000 sq.m or above and the policy should be amended accordingly. 35 In Policy 14, on page 82 criteria a and b, in relation to tourism development are general principles which should apply to all proposed development. It is unclear why they have been picked out for specific mention here.
