Draft Local Plan July 2018 Protecting, Conserving and Enhancing Green Belt, Landscape and the Natural Environment Protecting our Countryside

  • Comment ID: DLPP170
  • Status: Accepted
"The most important attribute of the Green Belt is its openness and the fundamental aim of Green Belt policy is to keep land permanently open. The 2017 study assessing the District's Green Belt finds that all areas continue to perform against at least one of the five purposes of Green Belt making its continued designation appropriate unless 'exceptional circumstances' are clearly identified." As with my previous comments on this consultation document, the term "exceptional circumstances" is far

Draft Local Plan July 2018 Safeguarding places for Wildlife and Nature Ashdown Forest Policy 5 - Ashdown Forest

  • Comment ID: DLPP171
  • Status: Accepted
I agree with this policy in principle and believe any new developments should enhance and not damage or detrimentally affect biodiversity and wildlife. However, as with any policy it comes down to a robust and evidence based development process with clearly defined enforcement protocols to ensure that obligations by developers are being met.

Draft Local Plan July 2018 Ensuring Well-Connected Communities are Supported by Appropriate Infrastructure Viability Policy 7 - Transport & Infrastructure

  • Comment ID: DLPP172
  • Status: Accepted
The spirit of this policy about creating sustainable developments and communities is wonderful, but in reality the district is already suffering from a lack of adequate infrastructure and services. For example, rural communities often lack police presence and as a consequence become plagued by anti-social behaviour and opportunistic criminals. Recently we have witnessed the recent cuts across the district on public transport that puts pressure on commuters and businesses. We also have poor or ou

Draft Local Plan July 2018 A Balanced Strategy for Sustainable Growth in a Constrained District Policy 1 - A Balanced Strategy For Growth in a Constrained District

  • Comment ID: DLPP168
  • Status: Accepted
I am concerned about the ambiguity contained within the Sevenoaks District Council (SDC) consultation document around the protection of green belt. Central government clearly state in their green belt policies that open spaces should be maintained in order to control urban growth. The benefits to maintaining these open spaces not only stop encroachment and urban sprawl from neighbouring towns, but it helps towards preserving historical villages, settlements and ancient woodlands; provides places

Draft Local Plan July 2018 Supporting a Vibrant and Balanced Economy Visitor Economy Policy 14 - Town and Local Centres

  • Comment ID: DLPP177
  • Status: Accepted
Creating a vibrant economy with leisure, recreational and work opportunities is paramount to the sustainability of the wider community and a growing population. However we need to begin to future proof our town / village centers, as recently we have seen a large number of retail chains close stores as shopping trends move increasingly online. A policy that looks at helping boutique shops and small business owners to take on premises, through lower rates and business growth support would go a lon

Draft Local Plan July 2018 Providing for Housing Choices Homes to suit all incomes

  • Comment ID: DLPP173
  • Status: Accepted
I agree there is a need for smaller homes, affordable housing, starter homes and down size homes for the elderly wishing to live at home, so feel that the policy reflects this need across the district to meet mixed-housing needs. I do however, have cause for concern over 'build your own home'. Whilst I appreciate that self-build plots will be identified close to existing amenities, with large developments there would at least be some control from the planning departments to engage with the deve

Draft Local Plan July 2018 Ensuring new development respects local distinctiveness Heritage Assets Policy 17 - Heritage Assets

  • Comment ID: DLPP178
  • Status: Accepted
I agree to this policy in principle that environment, lighting, listed buildings / monuments, characteristics, historical value etc. within a community should be protected. I also believe that a Design Panel could play a vital role in helping potential developers ensure that any developments enhance and support the local environment and community. However, for this to truly work effectively the Design Panel must work in conjunction with local parish / town councils to understand from a design p

Draft Local Plan July 2018 Health and Wellbeing, Air Quality and Climate Change Flood Risk and Sustainable Drainage Policy 18 - Health and Wellbeing, Air Quality, Climate Change and Flooding

  • Comment ID: DLPP179
  • Status: Accepted
I agree that it is important that any future developments need to mitigate the impact it might have on health, pollution, flooding, air quality etc., but do not feel this policy is robust enough in its approach to ensure that developers will meet this obligation. I am also slightly bemused that whilst you cite the M25, A20, A225 among other roads to have the lowest air quality across the district, you would still consider developments that will only exacerbate the situation by introducing more
