As drafted this policy is not consistent with national policy and therefore unsound. Whilst there is reference to encouraging the re-use of previously developed 'brownfield' land, there is no stated support for encouraging the use of under-utilised land and buildings as advocated in para 118 d) of the 2018 NPPF, and restated in the response to Michael Fallon MP from Jake Berry MP dated 5th June 2018.
