Draft Local Plan July 2018 Providing for Housing Choices Market and Affordable Housing Mix Policy 8 - Market and affordable housing mix

  • Comment ID: DLPP1127

  • Response Type: Observations
The table of house types by tenure should be titled as such to make clear that the figures are meant to be read across the rows and not down the columns. We question the allocation of as much as 20-25% of market housing for 4 bed units. Para 5.20 In the second sentence we suggest adding the words "particularly social rented housing" after "Building new affordable homes", to emphasise where the real need lies. Para 5.21 We question the "alternative approach" set out in the penultimate sentence

Draft Local Plan July 2018 Ensuring new development respects local distinctiveness Heritage Assets Policy 17 - Heritage Assets

  • Comment ID: DLPP1135
  • Status: Accepted
  • Response Type: Observations
In the third para there appears to be an unwarranted conflation of the relevant tests and a failure to distinguish between designated and non-designated assets. The wording set out is only appropriate for designated assets, though it omits the test where there will be substantial harm or loss (correctly stated in para 7.25 final sentence). For non-designated heritage assets, including those locally listed, the public benefits etc will always be relevant, and the reference to "less than substanti

In order to further strengthen and clarify this policy we suggest: * Split the second paragraph, headed Health, Wellbeing and Safety, into two parts. For the first two bullet points, replace the word "should:" in the explanatory sentence with "will be expected to:" .For the second two bullet points repeat the explanatory sentence but replace "should:" with "must:" * In the first bullet point, add "public transport" before "services". * In the section headed "Flood Risk" conclude the final sen

Draft Local Plan July 2018 A Balanced Strategy for Sustainable Growth in a Constrained District Policy 1 - A Balanced Strategy For Growth in a Constrained District

Suggest amending wording of Policy 1 in five respects: * Add the following words as a new sentence after the first sentence of Policy 1: "Mixed use developments which intensify the use of land by incorporating housing will be supported and encouraged, particularly on sites that are close to services and facilities and/or well-connected by public transport, walking and cycling". * Add at end of first para a new sentence. "Development proposals for the four towns will be expected to comply with

Draft Local Plan July 2018 Providing for Housing Choices Gypsies & Travellers Policy 11: Provision for the Gypsy and Traveller Community

  • Comment ID: DLPP1129
  • Status: Accepted
  • Response Type: Observations
We welcome the specific allocation of sites for Gypsy and Traveller Community in Policy 11without expressing any view on the merits of the particular sites proposed, none of which are in the Sevenoaks Urban area. Para 5.40 Whilst we generally welcome higher housing densities, we consider that in para 5.40 there ought to be a recognition of the need to have regard to traffic implications and other infrastructure constraints. This point is made more explicitly in item 4 in Policy 12

Draft Local Plan July 2018 Leisure and Open Space Open Space, Sport and Leisure Policy 19 - Open Space, Sport and Leisure

  • Comment ID: DLPP1137
  • Status: Accepted
  • Response Type: Observations
At the start of the second para, we suggest omitting the words "We will support" and adding "will be encouraged" at the end of the first sentence. In the section headed "Open space and recreation" amend the opening sentence of the third paragraph to read "Proposals to increase the number of, and/or improve the quality of" In the section headed "Children and Young People Play Space" amend the first sentence to read: "Development will be expected to provide proposals for new play areas which wil

Draft Local Plan July 2018 A Balanced Strategy for Sustainable Growth in a Constrained District Policy 2 - Housing and Mixed Use Site Allocations

  • Comment ID: DLPP1123
  • Status: Accepted
  • Response Type: Observations
We support the priority which SDC has given to making effective use of urban land within existing settlements and other brownfield land. But so far as greenfield sites in the Green Belt go this plan does not constitute a strategic view of how the area should develop. It is based around pragmatically putting together parcels of available land and asserting that infrastructure provision will be made. It does not take a view on where development can best be accommodated in terms of sustainable acce

Draft Local Plan July 2018 Providing for Housing Choices Housing Density Policy 12 - Housing density

  • Comment ID: DLPP1130

In the first sentence, delete the words 'new housing' so that it reads: "All development will be expected to make the most efficient use of land." At the end of item 4 add 'at the density proposed'. Chapter 6
