Draft Local Plan July 2018 Providing for Housing Choices Provision of Affordable Housing Policy 9 - Provision of affordable housing

  • Comment ID: DLPP821
  • Status: Accepted
  • Response Type: Observations
As set out within the PPG, there are specific circumstances where contributions for affordable housing and section 106 planning obligations should not be sought from small scale and self-build development. This follows the order of the Court of Appeal dated 13 May 2016, which give legal effect to the policy set out in the written ministerial statement of 28 November 2014 and should be taken into account. The announcement stated that contributions should not be sought from developments of 10-unit

Draft Local Plan July 2018 Supporting a Vibrant and Balanced Economy Economic Land and Development Policy 13 - Supporting a Vibrant and Balanced Economy

We consider the policy is unclear. From the draft wording we are unsure whether it is to be read that any existing commercial building must be considered for alternative commercial/employment use before being allowed to change use to housing. Or is it intended to be wider reaching i.e. it must be shown that an agricultural barn must be considered for commercial before being allowed to be converted to residential? Clarity is need. In the event of the later, the Council's windfall allowance must b

We support the principle of the re-use of previously developed 'brownfield' land, including land in the Green Belt. However. we have concern about the transparency of the plan and the wider strategy. For example, the Council's 'non Green Belt' sites have already been depleted. The Council's SHELAA (2018 update) is clear that less than 5% of the district's new housing need can be accommodated within the urban area on non-Green Belt land. Given there is such a compelling need to release Green Belt

We support the thrust of this policy, but consider it should be updated to replicate National Planning Policy in respect of how 'major' development will be considered.

The emerging policy is significantly more restrictive than the current policies within the Allocations DPD. We object to the deletion of the additional 'outbuilding' policy which has functioned well since its introduction. Modern properties require a degree of external storage space for land maintenance and for storage of bicycles if sustainable forms of transport are to be encourage. No justification has been provided for the omission of this policy
