On behalf of the Powell Property Partnership, please find attached a representations in respect of the current draft Local Plan consultation. As this promotes the addition of a new site, we have also appended a 'call for sites' submission form. The site 2.1.1 The site is located approximately 1 mile south of Eynsford, situated on the west side of Lullingstone Lane. It is reasonably served by the strategic road network with the M20 and M25 being to the north. 2.1.2 The site is situated toward th

The section entitled "Sevenoaks Vision 2015 – 2035" should include a separate consideration on the green belt. It should be noted that the environment of Hartley has suffered from several nibbles at the green belt as can be seen by examining the statutory maps which have been produced for early development plans. One has to ask whether previous releases of green belt land for housing has been only permitted in exceptional circumstances and whether these releases have had the desired outcome? Is

Draft Local Plan July 2018 A Balanced Strategy for Sustainable Growth in a Constrained District Finding Places for New Homes

The main thesis of this draft plan is to increase the provision of housing and does not consider the effect that the developments in housing will have on such other aspects as highways, health and education

* Historic Environment The executive summary is deficient in that it does not have a separate entry entitled "Looking after our Historic Environment" in a similar mode to "Looking after our Wildlife". The Historic Environment of our district should have a separate entry and not be a small part of item 7. It should read "As part of the Local Plan we need to protect the historic environment. It is important to minimise the effect of development on all historic sites by at least checking proposals

Draft Local Plan July 2018 Executive Summary 4. Improving Health, Schools and Transport

There should be a section in the executive summary on the effects the proposals will have on the parking and usage of cars and other vehicles in the district. Page 5 says the Government has instructed that Sevenoaks should build 14,000 homes Does this mean that there will be about 30,000 more cars in the district? Unfortunately, no evaluation seems to have been made of the impact of the additional use of cars and other vehicles for the planning period. This is a major omission Already numerous

The Draft SDC Local Plan seeks to deliver a number of new homes that falls below what is required to meet objectively assessed needs. As a minimum this is would be 1,258 dwellings. However, if a 20% buffer were to be applied, as is considered justified in this instance, SDC would have a shortfall against the Standard Methodology of at least 3,552 homes, assuming that all identified sites are allocated. This is a considerable shortfall and will only compound the issue of affordability and lack of

HO255 Dear Sirs, We are acting for the owners of the above site which has been included under your Call for Sites Scheme under ref. H0255. We note that it has not been included within the Draft Local Plan as it was felt that it was in an unsuitable location for development and site specific issues cannot be overcome. We would ask you to reconsider this site as there are a number of important aspects which should be taken into consideration. The Site Deliverability Assessment states the SHELA

Sevenoaks Town. I think that the proposals for an large increase in population are based on incorrect assumptions about growth and what can be accommodated by the existing infra structure, both physical and social, without destabilising current communities. Transport is a major issue, the present A25 is almost at gridlock for large parts of the day now. The longer trains are full and the tracks too. The proposed extra 1100 homes with perhaps 2-3000 extra people could not be managed on our roa

In recognising the need for the creation of high quality developments, the NPPF states that "plans should, at the most appropriate level, set out a clear design vision and expectations, so that applicants have as much certainty as possible about what is likely to be acceptable." Draft Policy 15 provides design considerations, design criteria and key questions to be addressed. It does not currently provide a clear design vision. We agree that design guidance is fundamental to the planning and

Due to the absence of specific site allocations, or detail within the proposed allocations (including H2(c)), it is unclear how the anticipated retail needs identified in the Retail Study will be accommodated over the plan period. This should be clarified. In relation to parking, the draft policy states that "town centre parking will be managed to ensure adequate and convenient provision and appropriate provision for long stay car parking." We agree that adequate provision needs to be retained b
