We suggest rephrasing the third bullet-point on enhancements to read 'supporting the rural economy' in order to make clear that it is good husbandry and rural crafts which support fine landscapes and not promoting economic growth more generally in rural areas.

Penultimate para, second bullet, add: 'in relation to its context to ensure an appropriately sensitive proposal toward neighbouring uses and buildings.' Para 6.16 We are sceptical about these figures given the current trends in high street retailing. But irrespective of whether they prove a sound basis for planning future provision, the addition of more retail floorspace alone would not seem to be the answer to maintaining the vitality of the town centre. The local plan needs to address this i

- We believe that there needs to be a strategy for Sevenoaks Town Centre to address how in the face of declining high street retail sales the town centre will retain its vitality.

In the section on 'Extensions and replacement buildings in the Green Belt' we suggest that, in the last sentence the word "materially" be either omitted altogether or defined. Otherwise there will be endless scope for argument on applications and appeal as to what are the limits of materiality We suggest that after paragraph a. under "Basements in the Green Belt" the word "and" is added, since otherwise developers are likely to argue that a. and b. are alternatives. We suggest that in the second para of the policy the words "save exceptionally" be added at the end. This is because there are locations, such as for example the Farmers site in the London Road, Sevenoaks, where retail at ground floor level is almost certainly unviable. For the same reason we also suggest the addition of a further sentence: 'For larger developments the quantum and type of different uses should be demonstrated through a suitable Needs Assessment.' We suggest that the third para

- We have throughout tried to strengthen and clarify the wording of policies so as to ensure that the Plan is more robust and defensible at public inquiries. - We have suggested a number of additional place-making objectives for Sevenoaks including: ensuring the prompt redevelopment of vacant sites such as the Farmers; redevelopment of land east of the High Street for mixed use including high density housing; and a comprehensive traffic and transport study of the town centre. - We have express

* Character We request that the following key question is added: 'Does the proposal maximise "place making" in which public realm and pedestrian spaces have prominence over parking, roads and servicing?' * Working with the Site and its Context We request the following design criteria are added: 'Proposals must demonstrate a thorough understanding and analysis of the character of the setting, identifying significant aspects, and demonstrate how the proposals respond to that analysis. • Comment ID: DLPP1126

It is difficult to understand how residents can be expected to agree proposals for substantial additional development without understanding the implications for infrastructure and without seeing some complementary plan for provision and funding of infrastructure provision. The plan should include an infrastructure delivery plan identifying the main items and timing of strategic infrastructure provision. This should ensure that new development does not impose burdens on existing residents by way

In the third bullet point the word "as" is superfluous. Para 7.29 After "…materials should be sympathetic to those used in the original building" add: "This does not require them to be the same. Contrasting materials can complement the historic fabric and provide a distinct and clearly 'legible' layer of history, representing new materials and craftsmanship that emphasises the quality of the original work. Para 7.33 Add: 'Any proposals affecting a Locally Listed Building should consider the
