The District's town and village centres are largely of historic character and contain concentrations of heritage assets, particularly listed buildings and conservation areas. The requirement for new development to "be of a scale consistent with the existing character of the centre and¡­.contribute to improving the quality of the town centre environment" is noted, but this could be reinforced by reference to the prevalence of heritage designations within them. The sixth paragraph of Policy 14, requires an impact assessment for any proposed retail development with a net floorspace of 1,000 sq.m. It is assumed that should apply to developments of 1,000 sq.m or above and the policy should be amended accordingly. 35 In Policy 14, on page 82 criteria a and b, in relation to tourism development are general principles which should apply to all proposed development. It is unclear why they have been picked out for specific mention here.

Policy 14 – Town and local centres Major out-of-town retail development has forced the closure of many shops, with marked effect in the District's rural area. The consequences and negative impacts (para. 6.19) of closures go far beyond inconvenience and include the loss of community cohesion and the need to make car journeys. In the interests of sustainability, what is left needs protection through the planning system. We therefore support setting a lower threshold for retail impact assessment.

The draft plan proposes new retail neighbourhood centres to acknowledge that residents are also served by smaller areas of retail, service and community facilities and recognise the value that these provide in supporting the community. I support the promotion of Hartley to a Local Service Centre in paragraph 6.15. Given its size and the relatively good mix of businesses, I think the greater protection of the higher designation is essential.
