Policy 9 - Provision of affordable housing Policy 9 is welcome, as it requires financial contributions towards affordable dwellings from the developers of small sites. To sustain this policy the Council must provide strong evidence that prices are exceptionally high compared with earnings in the areas to which the policy applies, and that more affordable dwellings are needed. Policy 9 is flawed and must be rewritten as it does not comply with the NPPF. It is no longer possible for the council to seek affordable housing on small developments of up to 10 units (other than in designated rural areas where policies may set a lower threshold of 5 units or fewer) Until the publication of the July 2018 NPPF this was guidance - although guidance that was adopted by the council in the determination of planning applications. I'm not happy with giving developers a loop hole to not provide Affordable Homes. Developers will always come up with reasons for not providing Affordable homes or a financial contribution by employing Consultants to state their case. Most Consultants work is from developers so it is very difficult for Councils to get a truly unbiased opinion from a Consultant in my view.
