Policy No 4 – Green belt The Draft Local Plan has been prepared with bias towards the larger developers to fill the required numbers to meet the Government targets. However, the larger developments will completely alter the nature of the green belt areas. What has not been considered is the smaller developments within the Green belt which would still provide the same numbers of units, but in a more discrete fashion, and would continue to maintain existing settlements. * Agricultural buildings in green belt The weak controls over the construction of new agricultural buildings in the green belt are being abused by some landowners who can declare these buildings redundant after 10 years and then seek permission to convert them to residential use. The result is the worst type of isolated residential development in the green belt. The Council should consider ways in which this abuse can be tackled.

The current policy does seem to me to be interpreted in a rather arbitrary manner. In Hartley there have been houses granted that are 150% of the original, while others have found applications for a small porch refused under the same policy. I don't think the policy would solve some of the previous contentious cases, in relation to dormer windows and rooms in roof spaces.

Chiddingstone Parish Council supports this policy and believe that the Green Belt should be protected. The only exception would be to allow a mixed scheme of affordable housing and an element of open market housing on Green Belt land, under Policy 10.
