The wording should be strengthened by dropping 'will be' and replacing with 'must be' in the first sentence and dropping 'where possible'. There should be tight controls to ensure that enabling appropriate rural employment does not result in the all too frequent claim of 'redundancy' of an allowed structure with subsequent conversion to a large residence!!

KPC would prefer this wording. The landscape character of the District and the countryside, including areas of tranquillity MUST BE conserved and the distinctive features that contribute to the special character MUST BE protected and enhanced where possible. Rural businesses if set up must remain so and not be a steppin stone to future conversion into residential units by 'alleged' redundancy.

Policy 3 - Landscape and Areas of Outstanding Natural Beauty The first sentence of approved 'Policy EN5 – Landscape' recognises the priority given to the protection of AONB's and should be retained at the beginning of Policy 3, as follows: "The Kent Downs and High Weald Areas of Outstanding Natural Beauty and their settings will be given the highest status of protection in relation to landscape and scenic beauty". The wording at the end of the second sentence of the opening paragraph "with regard to the relevant management plan" requires changing to "in compliance with the relevant management plan".. The second paragraph lists aspects of proposals to be considered. Many of these are dependent on qualitative measures against which objective decisions cannot be made in many cases. Dunton Green Parish Council broadly supports this policy. However, some clarification is required about who decides what buildings or features are 'detrimental'; who is the arbiter of taste? The assertion that local wood can be used for biomass boilers is somewhat simplistic. What plans are there for replacement of wood felled for the purpose? Surely some details of what types of wood can actually be used etc should be included if this is being cited as a means of supporting the local economy?
