As discussed in 1.5 above the past rate of housing completions to date provides a
realistic indication as to the expected number of dwelling completions in the future.
SDC proposes to adopt the same strategy by focussing development within the
existing settlements and on other brownfield sites. Past experiences have shown that
this strategy will fail to yield enough homes over the next 20 years. Page 32-33 of the

The Tyrolese site is situated adjacent the Sevenoaks Urban Area which includes Bessels Green.
In SDC's Local Plan 2015-2035 Settlement Hierarchy (April 2018), the Sevenoaks Urban Area is the highest
ranking settlement, having the greatest population (29, 218), number of services and facilities. The overall
'sustainability score' (587, Table 4) is over four times that of the next location in the settlement hierarchy.

These representations are made by Nexus Planning, on behalf of Taylor Wimpey, to the emerging Sevenoaks Local Plan ("eLP"). Taylor Wimpey have an interest in land south of Lower Road, Hextable ("the Site"), and these representations are made in relation to the Site. Taylor Wimpey are promoting the Site for residential-led development.

The Plan also seeks to "encourage the re-use of previously developed 'brownfield' land,
including land in the Green Belt, where it is situated in sustainable locations." (Policy 1).
The Plan incorporates "Previously Developed Land (PDL as defined within the NPPF) in the
Greenbelt, provided it is situated in a sustainable location, close to services and facilities",
though provides no definition of what 'close to' means (paragraph 1.9).

Housing Need
The Council blames the Government for the Plan having to contemplate an unmet housing
need of 13,960 new homes. However, the Council's own Strategic Housing Market
Assessment 2015 had already established an unmet housing need of 12,400 new homes. This
broad quantum of unmet housing need is not of the Government's making or fault.
The District is 'subject to' designations of acknowledged planning significance but it is only
"constrained" by these as a convenient reason or excuse, if

As addressed above Gladman have noted that, at present, the Council cannot be certain what level of housing
need it must plan for. Whilst we agree with much of the text of policy 1 we believe that the Council must
endeavour to do all it can to maximise its sustainable use of all sources for development, this must include
ensuring all areas which can be released from the Green Belt without providing overarching damage to the
strategic function of the Green Belt are released.

Approximately 93% of Sevenoaks District is allocated as Green Belt land, and 60% designated as an Area of
Outstanding Natural Beauty (AONB), making it a highly constrained District. Whilst the Council is committed
to protecting the existing Green Belt, it is inevitable that the Council will need to release some Green Belt
land for residential use, to help meet future housing requirements.

I am writing to you to defend the Halstead green belt and strongly oppose the disproportionate building density proposed for the local area.
I have been a resident of Badgers Mount/ Knockholt for the last 10 years. We chose this location to raise our young family (3 children under the age of 6) because of the low density, village vibe that we so love.

I am writing to offer my concerns and objections to the scale of the proposals set out in the SDC Local Plan.
For the area that includes Halstead, Knockholt and Badgers Mount there is the potential of a 4000 plus increase in the population which I consider is unsustainable.
a) This is a rural area and many of these proposed developments are in areas designated as Green Belt for which we have a responsibility to protect for future generations and for the good of the planet.
