I am not clear that the plan has fully explored the potential for building houses on vacant, hard to sell or lease sites in commercial zones which could be redesignated for housing development.  For example, I can see no hard and up to date data to show that the industrial estates in Edenbridge are fully occupied most of the time.  I am also unclear whether the amount of High Street space where a shop front is deemed necessary, e.g. in Edenbridge, is realistic when even High Streets in cities are declining.


I am also unclear that, before building on greenbelt, sufficient work has been done to see if it is possible to increase the number of homes within existing housing areas e.g. by encouraging the conversion of larger houses into apartments, encouraging the replacing of bungalows with buildings with more storeys to conserve land use.  There is no need these days for a disabled person to live in a bungalow.  The property can be built with lifts in the first place or renovated to include lifts etc.
